30 mins to 11:50 a.m., under the chairmanship of His Excellency Mr. Roch Marc Christian KABORE, President
of Faso, President of the Council of Ministers. It deliberated on the issues on its agenda, heard
oral communications, made appointments, and authorized missions abroad.
DELIBERATIONS
I.1. IN RESPECT OF THE REFORM OF INSTITUTIONS AND THE MODERNIZATION OF THE ADMINISTRATION,
THE COUNCIL ADOPTED FOUR (04) REPORTS.
I.1.1. On behalf of the Department of Justice:
four (04) decrees appointing members of the National Commission for the Control of Agents
courts and the National Disciplinary Chamber and appointment of the presidents of the said structures.
The adoption of these decrees allows the appointment of nine (09) members of the National Control Commission
legal representatives, nine (09) members of the National Disciplinary Chamber, to the Commission
control of legal representatives, one (01) President of the National Control Commission
legal representatives and one (01) President of the National Disciplinary Chamber, close to the Commission
national control of judicial representatives.
I.1.2. On behalf of the Ministry of Economy, Finance and Development:
a report relating to the rental of buildings for the benefit of the administration.
The Council has given its agreement for the rental of six (06) buildings for office and housing use
administrative services for the benefit of public administration structures and agents.
I.1.3. On behalf of the Ministry of Mines and Quarries:
a decree relating to the partial renunciation of the surface area of the large mine industrial exploitation permit of the
SEMAFO BURKINA FASO SA.
The adoption of this decree allows the company SEMAFO BURKINA FASO SA to give up an area of 71.96
km2 of its initial development plan for the Mana gold mine, located in the Boucle du
Mouhoun.
The remaining area of the exploitation permit is 76.88 km2.
a report relating to an application for a large gold mine industrial exploitation permit by the company
NORDGOLD SAMTENGA SA.
This large gold mine is located in the municipalities of Zitenga and Barsalgo respectively in the
Oubritenga and Sanmatenga provinces, Plateau-Central and Centre-Nord regions. It covers a
area of 9.92 km2. With a lifespan of 3 years, the mine will have a total production of 3.49 tonnes of gold.
Exploitation of the deposit will generate revenue for the benefit of the State budget in the amount of fifteen
billion four hundred and twenty million nine hundred and eighty-two thousand seven hundred and ninety (15,420,982,790) CFA francs, to supply the Mining Fund for Local Development to the tune of seven hundred and three million one hundred and sixty-two
one thousand seven hundred and eighteen (703,162,718) CFA francs and create 100 jobs.
The Council gave its agreement to the granting of the industrial exploitation permit for a large gold mine to the company
NORDGOLD SAMTENGA SA.
ORAL COMMUNICATIONS
II.1. The Minister of State, Minister of Territorial Administration, Decentralization and Social Cohesion has
updated the Council on the organization of the commemoration of December 11, 2019 in Tenkodogo in the region
of the Center East.
The activities of this 59th anniversary of the accession of Burkina Faso to national sovereignty are placed
under the very high patronage of His Excellency Mr. Roch Marc Christian KABORE, President of Faso.
This commemoration will also take place in all the regional capitals.
II.2. The Minister for Foreign Affairs and Cooperation gave the Council an assessment of the participation of His
Excellency Mr. Roch Marc Christian KABORE, President of Faso at the extraordinary session of the
Conference of Heads of State and Government of the West African Economic and Monetary Union (UEMOA)
held on December 2 and 3, 2019 in Dakar, Senegal.
The issues of indebtedness and the fight against terrorism were at the center of this summit during
which the Conference decided on a contribution of 100 million US dollars for the fight against terrorism
in the Sahel.
II.3. The Minister of Water and Sanitation briefed the Council on the official ceremony
inauguration of the Samendéni dam on November 30, 2019 in the Hauts-Bassins region.
The work which cost about 61 billion CFA francs with a storage capacity of 1.05 billion m3 of water
will enable the development of a growth pole for the Hauts-Bassins and Boucle du Mouhoun regions.
The Council congratulates the populations of the Hauts-Bassins region for their support throughout the
implementation of the project and for their mobilization which contributed to the success of this long-awaited event by
the people of our country.
