And for good reason, Sierra Leone has just been suspended for having accumulated 84,000 dollars in arrears with respect to the Brown Insurance Card system. According to the General Council, which explains its suspension of “brown card” insurance, foreign vehicles can no longer also enter Sierra Leonean territory with a brown card. The Brown Insurance Card System was established by Protocol A/P1/5/82 signed by the Heads of State and Government of the Economic Community of West African States (ECOWAS).
