On Tuesday, November 16, 2021, Benin and Japan signed an exchange of notes relating to the "Project to strengthen drinking water supply systems in the departments of Couffo and Plateau". An act that expands Japan's support for the inclusive development of Benin.

The financing of this project is part of Japan's non-reimbursable financial assistance and is aligned with Benin's National Development Plan 2018-2025. This signing ceremony officially marks Japan's agreement to grant Benin an amount of three billion two hundred and eighteen million Japanese yen, or about 16 billion 130 million CFA francs for the realization of the said project. This project is also part of Japan's commitment which was reaffirmed at the 7th Tokyo International Conference on African Development, in particular in the Yokohama 2019 declaration through its second pillar entitled "contribution to a sustainable and resilient society”.
