The health crisis is accompanied by a higher perception of corruption and a general decline in the efficiency of governments around the world, between 2020 and 2021. Faced with this degrading situation, Benin is not spared. The country drops 24 places in the Global Risk Profile (GRP) ranking on the level of corruption and other white-collar crimes.

A degrading situation for Benin which lost 24 places this year in the GRP ranking on the Global Corruption Index (GCI). From 126th place in 2020, Benin finds itself in 150th position in 2021 with a score of 58.43 points. According to the GRP, Benin's situation in the fight against corruption has deteriorated significantly in one year. Despite the commitment of the Head of State to fight against corruption and impunity, Benin continues to record financial losses. On July 07, 2021, the Council of Ministers examined the report of an audit mission to the National Agency for Land Transport (ANaTT) carried out over the period from 2016 to 2020. It reveals irregularities with an estimated financial loss to 13.6 billion FCFA for the state coffers. Also, agents and officials of the Hillacondji Customs and Indirect Rights Department were arrested for an act of large-scale corruption which would cost between 300 and 400 million CFA francs to the state coffers. The corrupt obviously do not miss an opportunity to commit their crimes. If the ranking of Transparency International assigns a negative score to Benin, Global Risk Profile also paints the situation of the country in red, the government may have to rethink its strategy of fight. In the West African Economic and Monetary Union (UEMOA) zone, the situation improved in Ivory Coast, Mali and Guinea Bissau.
