To address cyber risks and threats to digital infrastructure, services and data, the World Bank and its partners are working to create a new Global Fund for Cybersecurity. This financial instrument will be used to better define and systematically deploy the cybersecurity development program.

“Cyberattacks are becoming increasingly complex and sophisticated around the world. Effective communication through digital technologies is a public good and can be best achieved if low- and middle-income countries are included in the effective protection of critical digital infrastructure. The importance of cyberspace capacity building is therefore rapidly increasing,” said representatives of the Japanese Ministries of Foreign and Internal Affairs and Communications, Narichika Konno and Atsushi Umino. Indeed, digital transformation is accelerating in many countries, providing new opportunities for economic growth and enabling low- and middle-income countries to leapfrog development through increased productivity and better service delivery in key sectors. , including finance, health, education and agriculture. The new fund aims to better define and systematically deploy the cybersecurity development agenda, helping to ensure more substantive reflection of cybersecurity considerations in World Bank programs and financing. The work program will support the development of global knowledge on cybersecurity solutions for low- and middle-income countries. It will fund country maturity assessments, provide technical assistance, and support the training and capacity development of cybersecurity personnel in World Bank client countries.
