During a meeting with the heads of mobile telephone operators, Louis Marc Sakala, Director General of the Post and Electronic Communications Regulatory Agency (ARPCE) decided to correct the databases on the identification of sims.

Mobile operators Mtn and Airtel have one month to fix sim ID databases. They were asked: to call all the people who have more than six numbers and in case of no response to cut off all the numbers; to automatically deactivate all sims that have more than 90 days without activity and to reconsider the identification of Mobile money and Airtel money accounts. A survey took place from May 18 to June 30 in the 4 main cities: Brazzaville, Pointe-Noire, Dolisie and Ouesso. The finding was alarming. On surveys carried out in Brazzaville, the largest city with the highest identification rate, 70% of sim cards are correctly identified and 30% are bad identities. But the big surprise was in the towns of Pointe-Noire and Dolisie; out of 100% of sim cards purchased, 0% were identified. Thus, the subscriber identification project is a project that consists of checking operators' databases and ensuring that mobile telephone subscribers are correctly identified with correct identities.
