Head of State Patrice Talon has succeeded in propelling the country towards energy self-sufficiency. The energy sector is among those whose progress best illustrates its governance performance.

Chronic electricity deficit, repeated load shedding, massive debts to neighboring suppliers: in 2016, the energy sector alone was an indicator of Benin's ill-being. Five years later, these debts have been considerably reduced and the country has moved from an absolute dependence of "90% in 2016" to a beginning of energy empowerment with an own installed capacity of 181.5 MW, covering approximately 60% Benin's current needs. This recovery of the situation was first made possible thanks to the settlement of debts to the Electricity Community of Benin (CEB) and neighboring supplier countries (Nigeria and Ghana), amounting to more than 73 M USD. He initiated the revision of the agreement binding the country to share its energy network with its neighbour, Togo, for the benefit of national development. In addition, taken on November 27, 2018 in Lomé, the decision to dissolve the CEB took effect on March 25, ending its single buyer privileges as a common structure in Benin and Togo. The improvement is also the result of the strengthening of national production and distribution capacities and the modernization of infrastructure with the construction in 2019 of the dual fuel thermal power plant of Maria-Gléta 2 for 127 MW, the rehabilitation and recommissioning of the three existing small thermal power plants for 30 MW. This result was obtained thanks to the adoption of a new Electricity Code and the establishment of a particularly incentive regulatory framework for the development of renewable energies, through the delegated management of the Beninese Company of Electrical energy (SBEE). In addition, the government has allowed the creation of the Beninese Electricity Production Company (SBPE), responsible for producing electrical energy from public power plants before handing it over to SBEE, which will then have an electrical distribution mission. .
