According to the Permanent Secretary, "reviews of public finance reforms make it possible to measure the level of revenue mobilization with a view to providing support for the implementation of public policies provided for in the State budget, the proper execution of which opens the path to the development of the country.
"After the first six months of 2019", this exercise is therefore "necessary", he believes. In the long term, the idea is to make it possible to take the necessary measures for better results at the end of the year, in accordance with the work plans and annual budget (PTBA 2019) established and validated at the start of the year. he declared in his inaugural address.
Thus, out of the 47 reform activities scheduled for the first half of the current year, 17 have been carried out, 25 are in progress and 5 not carried out, ie 89.4% of activities carried out or in progress.
The keeping of accounts, the implementation of the new tax code with a view to improving the mobilization of the tax administration and hence the mobilization of revenue, the adoption of a decree establishing, allocating, organizing and functioning of the General Inspectorate of Finance (IGF), the improvement of the business climate and the process of implementing the State budget in the form of programs, are among other reforms carried out.
Beyond the progress recorded and welcomed during this review by the technical partners, the country intends to continue efforts to update the program budgets, adopt additional implementing texts for the 2014 Finance Law, revise the information system and organization charts of ministries and institutions in accordance with the Finance Law and especially, in terms of public investments and then measures for sector ministries for the timely execution of said investments.
It should be recalled that each year, Togo organizes two reform reviews, in accordance with its reform strategy adopted by decree in 2010. This allows the authorities to assess performance in the implementation of these reforms and also to identify the difficulties in order to to take steps to correct them.
