The actions carried out within the framework of the regulations relate to two circular memoranda for the attention of
Credit institutions.
According to the Central Bank of West African States (Bceao), they relate to the transitional mechanism of
implementation of the new liquidity standards transposed into the prudential framework applicable to
credit institutions and financial companies of the West African Monetary Union (UMOA) as well as
only to the main provisions required in the context of the first reporting of the Declaration Form
prudential (Fodep).
“The note presenting the transitional mechanism for implementing the new liquidity standards transposed
in the prudential system applicable to credit institutions and financial companies of UMOA
aims to ensure the continuity of supervision of the liquidity risk of UMOA establishments, in
waiting for the finalization of the texts relating to the new standards”, explains the Bceao in a document.
Thus, as of April 2018, the latter were required to transmit to the issuing institution the
information relating to the liquidity ratios of the former prudential framework, namely the liquidity coefficient
and the coverage ratio of medium- and long-term uses by stable resources, based on the
new Bank chart of accounts (Pcb). A correspondence table between the posts of the former and the
new Pcb has been developed for this purpose.
As for the note on the main provisions required in the context of Fodep's first reporting, the
deadline was set for 30 April 2018, it made it possible to specify to the establishments in particular the rules of
consistency and plausibility checks that they must comply with in their declarations; the conditions
application of the client's consent criterion for the transmission of their information to the Bureaux
information on the Credit in the calculation of the minimum capital requirements in respect of the risk of
credit, the terms of transmission of Fodep on the BCEAO IT platform as well as those
certificates which must accompany the Fodep.
