Developed in April 2020, the plan aims to mobilize resources to support and relaunch the activities of the various links in the various agricultural value chains with the aim of creating and consolidating jobs, increasing the incomes of agricultural producers and avoiding their impoverishment.

The response plan is articulated around eight points, namely:

1. support for the intensification of the use of agricultural inputs;

2. support for the creation of agricultural mechanization enterprises;

3. promotion of drip irrigation;

4. the conduct of ground excavation operations;

5. the establishment of a labor placement platform;

6. Operationalization of the agricultural and food exchange platform;

7. setting up an e-learning platform to facilitate learning; and

8. the establishment of facilities for the financing of companies processing and distributing agricultural products.

As part of its drive to improve yields on farms, it plans to support 256,000 households with input credit at zero interest rate up to 96,000 FCFA in order to facilitate their access to factors of production (labour, fertilizer, seeds, pesticide) in order to develop 1 ha for food production (maize, rice) with combinations of a cash crop (cash crop) in particular soybeans and cotton .

This facilitation of producers' access to inputs should be done through an electronic wallet mechanism similar to AGRI-PME and in a system where only the aggregators are responsible for reimbursing the credits granted to their aggregate producers.

The aggregators should, moreover, meet certain conditions which include the provision of a certificate of financial capacity to benefit from the credit.

an electronic wallet mechanism called “Yolim” was set up in collaboration with the ministry responsible for the digital economy and was launched on July 28, 2020;

136 aggregators have been registered with nearly 57,696 registered farmers. Of the 136 aggregators, 19 have so far been able to obtain a certificate of financial capacity for a total amount of 1,483.446 million FCFA;

133,000 tonnes of fertilizer (44,600 tonnes of 46%N urea and 88,400 tonnes of NPK15-15-15) were mobilized, of which 98,100 tonnes (35,600 tonnes of 46%N urea and 62,500 tonnes of NPK15 -15-15) by the State through the central purchasing and management of agricultural inputs (CAGIA) and 34,900 tons (9,000 T of Urea 46%N and 25,900 T of NPK15-15-15) by private companies. 76,000 tons of fertilizer were returned to the latter at their cost value for distribution;

2,571,928 Kg of certified seeds are planted in the field by the network of seed producers, including 849,320 Kg of maize, 627,334 Kg of rice, 1,040,780 Kg of soybeans, 20,450 Kg of peanuts, 6,600 Kg of cowpea, 2,500 Kg of sorghum, 12,680 Kg of sesame and 12,264 Kg of fonio;

Apart from these actions, some technical and financial partners support the process. This is the case of the FAO which supported the acquisition of 25,000 kg of certified seeds and 36,500 kg of basic seeds for a total amount of 54,314,200 FCFA.

Apart from this one-off action, FAO in collaboration with the Ministry of Agriculture is in the process of formulating, for the period 2020-2021, a technical cooperation project (TCP) for an amount of US$382,208. to effectively support the response to COVID 19 in the agricultural sector and above all to mitigate the impacts.

In addition, the German cooperation GIZ also supported 80 kg of vegetable seeds (tomato, onion, pepper) and 420,000 pineapple shoots with a total value of 10.875 million FCFA.

As part of the structuring and development of the seed sector, a seed sector support fund (FAS) was created by decree in 2014 and its operationalization is planned during this campaign through the mobilization of the ad' purpose of an amount of about 150 million FCFA constituted from the contributions of the beneficiaries within the framework of the operation of dissemination of high-performance varieties and promotion of the use of certified seeds carried out by the WAAPP.

AGRA for its part has developed an interim program of US$ 2.2 million to support value chain actors including processors, aggregators, digitalization in the sector, the development of a fertilization strategy and the support for the creation of agricultural mechanization enterprises for young people.

This interim program will be replaced by a long-term program amounting to US$2.5 million to support the distribution of agricultural inputs by private individuals, develop improved varieties of seeds, particularly hybrids, and facilitate electronic extension.

In addition, the ADB requested and obtained a restructuring of Togo's agro-food transformation project (PTA agropole Kara) in order to release CFAF 1.8 billion from the resources of the ADF loan for the acquisition of inputs to address the adverse effects of COVID on food and nutrition security.

With regard to kits for animal and fish production, a process has been initiated to support at least 500 households with poultry breeding kits, 14 fishermen's cooperatives with fishing kits and 15 fish farmers for fish farming in floating cage.

In addition, and to better circumscribe the fish production activities on the water bodies, in this case on Lake Nangbéto, it was validated, at the end of June during a national workshop, the master plan for their optimum exploitation. .

With regard to the installation of cattle development and production zones (ZAPB) including the development of mini dairies, BOAD has expressed its interest in financing them.

As part of the promotion of poultry farming in Togo, UEMOA has granted financial support of one hundred million (100,000,000) FCFA which will be used to provide kits to poultry farmers.

FAO has also mobilized $276,000 to fight African swine fever. It also proposes to provide support for the implementation of the fisheries component of the response plan from the resources of an ongoing project on climate change at the Ministry of the Environment.

This assistance will cover the financing of two sets of fishing equipment and the construction of ovens for women victims of the Katanga fire.

For zoo-sanitary monitoring and the promotion of aquaculture in Togo, the agricultural sector support project (PASA) mobilizes 140,935,799 FCFA for the acquisition of vaccines and 87,957,862 FCFA for the acquisition of inputs for fish farming and 131,277,903 FCFA for the promotion of coffee and cocoa farming with the acquisition of plant material and fertilizer.

In addition, 160 million was mobilized from the sale of sand from dredging during the construction of the Lomé fishing port to provide fishing kits to fishermen settled in the fishing area.
