At the instigation of the Chairman of the Regulatory Council of the National Public Procurement Regulatory Authority (ANRMP), Coulibaly Yacouba Pénagnaba, a training seminar was organized from August 12 to 14, 2020 in Assinie on the theme "Award procedures , control and regulation of public procurement prescribed by the 2019 Public Procurement Code in the context of the program budget".

According to an information note sent to the AIP on Tuesday, the objective was to strengthen the knowledge of the members of the ANRMP's Regulatory Council with a view to better understanding the provisions of the Public Procurement Code and the program budget. . The aim was to bring the beneficiaries of the training to be better equipped to carry out their mission as public procurement regulators in Côte d'Ivoire.

The first manager of the ANRMP recalled the context of this training. "The new Procurement Code adopted by Ordinance No. 2019-679 of July 24, 2019 on the Public Procurement Code, introduces significant innovations in the awarding, control and regulation of public procurement", a- he observes.

In addition, Côte d'Ivoire is committed to continuing the implementation of public finance reforms, which has led to the transition from traditional means-oriented budget management to results-oriented budget management, he said. he continued.

"Since January 2020, our country has therefore switched its budget management to program budget mode. We can therefore measure the interest of the organization of this seminar for the Regulatory Council, which is the plenary body of the Institution for the purpose of having full knowledge of the innovations of the Public Procurement Code and the program budget which are strictly linked", added Mr. Coulibaly.

Thus, during the session, the participants were instructed by the trainers on various modules including the innovations of the Public Procurement Code, procurement methods and procedures, management of programs and allocations.

The ANRMP is the public procurement regulator in Côte d'Ivoire. Its main missions are to define the national strategy in terms of training, to rule on disputes or disputes between a contracting authority and a public or private actor arising during the award and control of the public order in the conditions provided for by the Public Procurement Code and Decree No. 2018-358 of March 29, 2018 determining the rules relating to public-private partnership contracts.
