Unlike the means-based budgeting that had been applied since independence, the year
2020 will enshrine the switch to program budget mode from January 1.
Thus all ministers are programmed to defend their projects before parliamentarians during these three
days.
Opening the proceedings, the Minister to the Prime Minister in charge of the Budget and the State Portfolio Moussa
Sanogo pointed out that the state budget for 2020 is balanced in resources and expenditure at 8,061 billion
of FCFA, an increase of 9.9% compared to the 2019 budget which was 7,334.3 billion FCFA.
The 2020 budget is structured in 35 allocations and 149 budget programs housed within the institutions and
ministries.
Initiated by the West African Economic and Monetary Union (UEMOA), the program budget is a way of
management of public finances with the objective of instilling greater coherence between the objectives of
development and budgetary allocations so as to increase the efficiency of spending.
Unlike the annual budget, the program budget will be prepared and presented for a period of three years.
The eight WAEMU member countries have varying levels of implementation. To date, Burkina
Faso (in 2017), Mali and Niger (in 2018) have switched to program budget mode. The side
d'Ivoire, Benin, Senegal and Togo plan to follow suit in 2020.
