Benin's State Financing Plan for 2022 sets the debt at a maximum of FCfa 1,286.9 billion. Thus, donors who offer “less costly and long-term” concessional financing will be given preference.

       

With a view to the sustainability of Benin's public debt, the ceiling for new commitments to donors is set at FCfa 1,286.9 billion, or 11.94% of Gross Domestic Product (GDP). According to the State's annual debt strategy annexed to the 2022 finance law, the external debt ceiling (multilateral, bilateral and commercial loans) is set at CFAF 539.88 billion and that in local currency Treasury, bond issues, financing local banks including Boad) to 747.02 billion F Cfa. The strategy document specifies that the needs of the State would be covered in part by drawings on project loans for FCfa 300.04 billion, i.e. 2.79% of GDP and the issue of Treasury bills and bonds for FCfa 646.85. billion FCfa, i.e. 6.00% of GDP.
