After contesting China Railway's award, Sinohydro was awarded the development works for the Ntui-Mankim section. Sinohydro filed an appeal with the Public Procurement Regulatory Agency (ARMP) on August 1st.

The regulator is putting Sinohydro back in the saddle, contesting the China Railway award last July. Bidder of the call for tenders of May 15, 2020, relating to the resumption of the development works of the Ntui-Mankim section ((96.7 km) in two lots, Sinohydro seized the Regulatory Agency. After examining this request, the regulator asks to award the contract to Sinohydro."The counter-assessment carried out by the Regulator makes it possible to establish two major constants: 1- the offer of China Railway was retained notwithstanding the fact that it falls under the eliminatory criterion relating to the time for mobilization of the equipment; 2- Sinohydro's offer is the only one deemed to comply essentially with all the requirements provided for in the DAO [Call for tenders file]. this challenge is admissible and well-founded, and the level of progress of the procedure militates for the satisfaction of its claim by inviting the Ministry of Public Works to: report its provisional award decision signed on July 20, 2021; seize the lessor of funds for the allocation of lots 2A and 2B to Sinohydro,” reads ARMP’s final decision.

This decision by the regulator completely calls into question the process for awarding this road contract. Indeed, on July 5, 2021, Serge N'Guessan, Director General of the Center Region and Representative in Cameroon of the African Development Bank (ADB), the main funder of the said road project, had already notified his non-objection to the Minister of Works. (Mintp), Emmanuel Nganou Djoumessi, for the award of the contract to China Railway. The Ntui-Mankim road is part of the Batchenga-Ntui-Yoko-Lena-Tibati national road no. 15 asphalting project. It therefore connects the Center region to Adamaoua, in the north of the country.
