The Minister of the Economy Adama Coulibaly, in close collaboration with the Ivorian presidency, is supervising the launch of the 850 million euro eurobond issued on the financial markets in Dublin and Luxembourg in early February. In fact, he is one of the main initiators. In close contact with the Secretary General of the Presidency, Patrick Achi, and the Chief of Staff of Alassane Ouattara, Fidèle Sarassoro, the Minister of the Economy, was at the center of all stages of the transaction. The Prime Minister's services were allegedly informed of the operation only on 7 February, the day before it was launched, by a briefing note by Adama Coulibaly sent to Hamed Bakayoko's chief of staff, Emmanuel Ahoutou. This new issue consisted mainly in reopening the eurobonds issued in November 2020 with deadlines set at 2032 and 2048, in order to avoid launching new bonds and paying the associated fees and procedures. The entire operation was prepared in advance by the investment bank Rothschild & Cie, the Ivorian State Council.
