The UMOA countries will soon be on the regional financial market for a third phase of issuing Covid-19 Vouchers, according to an announcement made by the UMOA-Titres agency based in Dakar.

“The mode of operation of these titles remains identical to the previous ones (including their accessibility to the BCEAO offices with a special device for these titles)”, specifies the institution. The programs will be organized over a period of one month, which will be announced later.

Supported by the Central Bank of West African States (BCEAO), the Covid voucher initiative announced in April 2020 aims to enable states to mobilize financial resources allowing them to deal with emergencies related to the fight against the novel coronavirus disease. These are Treasury Assimilable Bills (BAT) with a maturity of 3 months, issued by auction at pre-charged rates of less than or equal to 3.75%, and which not only benefit from access to the traditional BCEAO counter, but also from access to a special Covid refinancing window for 3 months at a fixed policy rate of 2.5% over their entire

lifespan.

The first phase allowed States to raise nearly 1,200 billion FCFA between April 27 and May 14, 2020, compared to 831 billion CFA francs mobilized under the 2nd wave, from July 28 to August 13.
