Several methods of collection within the framework of Universal Health Coverage (CMU) aimed at
populations in agricultural areas in Côte d'Ivoire, were identified on Tuesday in Abidjan, during a workshop on the state of
places of social protection initiatives in rural areas. The workshop, "sponsored" by the Office of the Organization
of the United Nations for Food and Agriculture (FAO) in Côte d'Ivoire, brought together the actors of the world
agriculture and technical and financial partners around the theme "the inventory of the initiatives of the
social protection in rural areas”.
More than 2.6 million people are enrolled in the CMU and some 700,000 cards distributed. According to Mr.
Germain Aguié Amafon, representative of the Minister of Employment and Social Protection, "the agricultural world which
creates wealth, should quite naturally benefit from this social protection".
In a presentation, Silué Nanga, the director of the University's Law and Development Studies Laboratory
Alassane Ouattara (LEDD-CI) from Bouaké (Centre, Côte d'Ivoire), unveiled a study on the different
levies that can be made in the agricultural sectors.
These studies, prepared on behalf of the National Health Insurance Fund (CNAM), focused in particular on
on cash crops: coffee-cocoa, cashew, rubber, oil palm, cotton and sugar cane.
Further studies should consider food crops.
The organization of the agricultural sectors is, according to Mr. Silué, a key to the recovery of the insurance premium,
set at 1,000 FCFA per person per month. He listed in the agricultural ecosystem, the agricultural actors: the
farmers, agricultural workers, industrial producers, traders and
transformers.
The LEDD-CI study recommends recovery through the Single Exit Right (DUS) for the sectors
coffee-cocoa and cashew, then sampling by processors for the oil palm and rubber sectors. Outraged

Mr. Samy Gaiji, FAO representative in Côte d'Ivoire, welcomed the LEDD-CI study which shows that a
levy on the profits which are generated by the producer in the commercial circuit and reinjected into
social protection, can cover the health risks of agricultural actors.
The FAO, he said, would like to integrate social protection into all its projects. Anything that has motivated the interest of
the institution to consider social protection in its portfolio of activities in order to provide assurance
health to the agricultural world which does not have access to social protection.
In this context, the organization is in discussion with the State of Côte d'Ivoire to integrate the component
social protection in FAO projects both at the level of local communities, associations
agricultural than agricultural cooperatives, he insinuated.
According to Mr. Samy Gaiji, social protection is a means of resilience for vulnerable people who work
in the agricultural field. The FAO therefore wants to ensure the health care of agricultural populations in
through Universal Health Coverage (CMU) initiated since 2014 by the Ivorian State.

It also wants to promote mechanisms and social policies for the empowerment of
populations and foster new income-generating opportunities while supporting farmers and
rural households to overcome financial constraints.
In Côte d'Ivoire, 60% of the active population lives from agriculture and contributes to the Gross Domestic Product at more than
22%. This shows the importance of working on social protection in the agricultural sector. This workshop
aims in particular to develop more adequate social protection services.
Universal Health Coverage is currently in its generalization phase. For two days, the
participants in this workshop will have to fine-tune the models for collecting insurance premiums in the
agriculture for the purpose of paying them back to the CNAM.
