To mitigate the adverse effects of this current health crisis, the Cameroonian government initiated the Social Nets Project and adjusted its current instruments to fight against poverty and vulnerability. The FINACTU-AMARANTE consortium supported the World Bank and the government in the evaluation of the implementation processes of G2P digital payment solutions within the framework of the Emergency Monetary Transfer Program. This, with the aim of scaling up digital payments nationally to provide financial resources to poor households in urban areas who have lost all or part of their income due to the pandemic.

This study includes a technical and technological component essential to carry out an exhaustive evaluation of digital payments. The evaluation of the processes was carried out on 2 essential aspects: 1) the payment process and the digital solutions implemented by the payment service providers; and 2) the user experience of beneficiaries of the Emergency Cash Transfer Program.

On the first part, the digital payment solutions were evaluated in terms of robustness of payments, accessibility, integration and particularly the availability and quality of the telecommunications infrastructure which represents a major constraint for the deployment of solutions. digital payment. As for the second, the user experience of the beneficiaries was also assessed throughout the payment process in order to identify the risks, challenges and potential areas for improvement. The impact of digital transfers on beneficiary households and their communities and how the funds are used were also addressed.
