Benin, Ivory Coast and Cameroon were cited as the three countries that contribute effectively to the proper functioning of the Maritime Organization of West and Central Africa (MOWCA). The information was revealed during the opening ceremony of the organization's 16th Extraordinary General Assembly held in Accra.

The Extraordinary General Assembly brought together 123 Experts from 16 Member States. On the menu, among other things, debates on the institution's financial and budgetary issues. Thus, it was noted during these meetings after presentation of the financial statement of Omaoc that only Côte d'Ivoire, Benin and Cameroon are the three Member States up to date with their dues since the creation of the Omaoc. institution in 1975.

Presenting his report covering the period 2011-2021, the head of the administrative and financial department of Omaoc, indicated that the institution derives its revenue solely from annual contributions (contributions) from Member States and since 2018, from funds collected (20 %) by the maritime services of each country (New Financing System, NSF). "The irregularity noted in the payment of the part of the funds received by certain countries to Omaoc and the non-payment of contributions threaten the good realization of the activities of the organization" she noted. The analytical table of the financial statement shows that Côte d'Ivoire, Benin and Cameroon are the three States up to date with their dues since the creation of Omaoc; with a contribution to the 2021 budget of 51% for Côte d'Ivoire, 19% for Nigeria, 20% for DRCONGO, 5% for Cameroon, 3% for Guinea and 2% for Benin.
