This identification procedure is part of the fight against statelessness in within the community.
Regional experts and focal points on statelessness issues within the Economic Community of West African States (ECOWAS) have been in conclave for three days in the Togolese capital Lomé. This meeting, which started on Tuesday November 2, 2021, aims to take stock of the progress of the campaign launched in 2014 within the community space. This campaign aimed to end statelessness by 2024, in particular by providing all citizens of the community with an identity document on this date. The participants are also responsible for developing a regional model bill, to institutionalize and legislate in favor of the naturalization of stateless persons. According to Kalipe Kossi, Vice-President of the National Commission for the Fight against Statelessness in Togo (CNLA), the meeting will allow the establishment of a procedure for identifying cases of statelessness, which will allow States to quantify the number of stateless people we have on our soil, to see to what extent we can go towards eradication.
