The African Development Bank (AfDB) country diagnostic note identifies the pillars of a new development model. In total, six main pillars have been identified as the basis of the country's new growth and development model.

The African Development Bank (AfDB ) Country Diagnostic Note (CDN) sets out, first, the development of human capital for increased productivity. Developing agricultural and industrial value chains is the second pillar of the model. The food agro-industry, with the promotion of pineapple, cashew, yam and corn products, has been identified as the first promising sector to promote the development of value chains. Reforms should also extend to pursuing the creation of special agro-industrial zones (integrated agropoles).

The third pillar affirmed by the NDP is the development of infrastructures to support competitiveness through effective public investments. Improving the business environment for private sector development as the fourth pillar of the new growth and development model. In addition, to develop Benin's private sector, it will be necessary in particular to strengthen the reforms of the customs and tax administration; to improve the competitiveness of the port of Cotonou; to develop the airport platform of Glo djigbé and the adjoining special economic zone and to strengthen the supply of agricultural production and the promotion of exports. Finally, Benin will have to strengthen the mechanisms for redistributing wealth for inclusive growth, which constitutes the last pillar.
