An investigation by the Integrity and Anti-Corruption Office of the African Development Bank (AfDB), established that Sargittarius Nigeria Limited had engaged in fraudulent practices. The limited liability company registered in the Federal Republic of Nigeria found itself therefore excluded for 18 months.

The African Development Bank Group announced, on August 17, 2021, that it had excluded, for a period of 18 months, for fraudulent practices, the company Sargittarius Nigeria Limited and its subsidiaries, including Sargittarius Henan Water Conservancy Engineering Limited, as of August 28 July 2021. Indeed, the company had engaged in fraudulent practices during a tender for the construction of water infrastructure in Ibadan, within the framework of the Project for the Improvement of Water Supply and urban sanitation in Nigeria.

During the debarment period, Sargittarius Nigeria Limited and its subsidiaries will not be permitted to participate in projects financed by the African Development Bank Group. In addition, the debarment may be subject to cross-application by other multilateral development banks under the Agreement for Mutual Enforcement of Debarment Decisions, including the Asian Development Bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank and the World Bank Group. At the expiration of the exclusion period, Sargittarius Nigeria Limited may again be eligible for calls for tenders for projects financed by the African Development Bank Group only on the condition of having implemented a integrity compliance in line with Bank guidelines.
