In an interview given to AllAfrica, the former President of the Regional Council for Public Savings and Financial Markets (CREPMF), Mamadou Ndiaye gives his impressions at the end of his mandate at the head of the regional institution.

Over the past three years, Mamadou Ndiaye has undertaken a series of reforms in the regulatory framework, organization and market infrastructure to enable more resources to be mobilized. For Mamadou Ndiaye, having the strong political commitment of the authorities of the region was a decisive argument in the conclusion of various partnerships which were forged in 2018 after he took office a year earlier. “Indeed, from 2018 with the institution of the resident presidency in Abidjan, we were able to accelerate the negotiations and obtain the agreement of the African Development Bank (AfDB). The same year, the World Bank came to significantly support this asserted desire of the Union authorities to structurally transform the financial market by taking charge of a good ten major reforms. In 2019, the French Development Agency (Afd) and Financial Sector Deepning Africa (FSD Afrique) completed the round table”, he underlined. All in all, it can be said that the progress noted in terms of reforms is the result of a combination of efforts by the various stakeholders, but also of a vision shared with all the actors.

Mamadou Ndiaye believes that today, the results have begun to be felt both in terms of the regulatory framework and in terms of organization and market infrastructure as well as at the level of institutional organization. It must be said that the reforms themselves bring about innovations. It was a question of improving practices, procedures, regulatory frameworks and one could ultimately classify the reforms into two main categories. Those that have effectively contributed to introducing new standards or new texts and others that, through the existing framework, have consisted of an update or revision.
