The Budget Risk Analysis of the Ministry of Economy and Finance, backed by the 2021 Finance Law (Management), indicates that the budget forecasts should be reached over the period 2021—2023. And for that, permanent monitoring will be required.

The budget forecast document highlights that fiscal risks are generally under control in Benin due to the various reform actions undertaken to consolidate and modernize public finances on the one hand and to strengthen investor confidence on the other.
The public debt strategy shows that macroeconomic risks include those linked to the trade policies of Nigeria, a preferred trading partner that absorbs around 75% of Benin's total exports, according to the Central Bank of West African States (BCEAO). All this without forgetting the lack of control over cotton price fluctuations.
Financial risks can also disturb national assets. Analysis of banks' portfolios reveals increased concentration. The ratio of loans to the five largest borrowers to banks' equity stood at 99.6% at the end of June 2019. Bank credit representing around 30% of gross domestic product (GDP) at the end of 2018.
As for the rapidly changing microfinance sector, with 2,486,201 customers at the end of December 2019, it could be a source of budgetary risks. However, the document reveals that public company debt is not a major fiscal risk factor for public finances.
