The Recovery Bonds (ODr) issuance program enabled a significant overall raising of 578.523 billion FCFA in two months. These tenders will make it possible to support the economic recovery plans of the UEMOA states

The UMOA-Titres agency in collaboration with the Central Bank of West African States (BCEAO) has launched the ODR program in order to support the economic recovery plans of the UEMOA states. In the first quarter of 2021, ODr auctions allowed a significant overall raise of 578.523 billion FCFA in two months, compared to a forecast volume of 535 billion FCFA, with an overall coverage rate of the amounts put up for auction of 240.58%.
ODR are Treasury Equivalent Bonds (OATs) issued through an open auction. In more detail, 141.548 billion FCFA were mobilized over the 3-year maturity, 193.016 billion FCFA over 5 years and 243.958 billion FCFA over 7 years. In terms of volume mobilized per issuer, Mali, Côte d'Ivoire and Burkina represent 131.798 billion FCFA, 110.020 billion FCFA and 88 billion FCFA respectively

Togo and Senegal are respectively in fourth and fifth position for having mobilized 84 and 82.205 billion FCFA, Niger in sixth position with 66 billion FCFA raised and Guinea Bissau in last position with a mobilized amount of 16.500 billion FCFA.
Togo was the first to issue ODR on 19 February and is preparing for another issue on the Public Securities Market (MTP) on 16 April.
Only Benin has not yet carried out any issues under the Recovery Bonds program, due in large part to its recent international intervention at the beginning of fiscal year 2021.
