As part of the implementation of recovery plans in UEMOA, the Central Bank of West African States (BCEAO) is setting up a Special Window to assist member countries.

The BCEAO announces the creation of a Special Window for the implementation of their post-Covid-19 recovery plans. In view of the exceptional volume of public securities issued by auction on the regional financial market, States, after agreement with the issuing institution and in consultation with the Umoa-Securities Agency, will structure and issue so-called “Recovery Bonds” (OdR) securities to finance their economic recovery plans, similar to what was done for the “Covid-19 vouchers” in April 2020, at the start of the pandemic. . The 2021 issuance program thus includes Treasury Bills and Recovery Bonds.
The BCEAO therefore informs that it has set up a special refinancing window called “Recovery Office” in order to allow States to issue Recovery Bonds on favorable terms. The institution points out that all Recovery Bonds issued by states in 2021 on the public securities market are eligible for this window.
