Mamady Souare, an Ivorian national, joined the African Development Bank in 2004 as a principal transport engineer. He currently holds the position of Director of the Regional Integration Operations Division within the Development and Regional Integration Department of the African Development Bank .
Prior to his appointment as Head of Country Office in the Central African Republic, he was Head of the Transport Division at the African Development Bank , whose mission is the management of infrastructure projects of all regional member countries in Central Africa, in West, North, East and Southern Africa.
Mamady has a strong background and extensive operations experience, particularly in the public transport and regional integration sectors, in which he has worked for over 28 years.
As a project manager, he was the national coordinator of road maintenance projects in Côte d'Ivoire, before being appointed Deputy Director General at the Ministry of Transport (Urban Transport Agency). He later joined the World Bank , where he led a wide range of initiatives in Côte d'Ivoire and Burkina Faso.
Mamady holds an engineering degree from the National School of Engineers (ENSI) in Yamoussoukro, Côte d'Ivoire, and a postgraduate degree in transport economics from the National School of Works of the State (ENTPE) of Lyon, in France.
Eyerusalem Fasika, an Ethiopian national, joined the African Development Bank in 2009. She is currently the Country Program Officer and Acting Head of Country Office in the Malawi office.
Eyerusalem brings to this new position extensive experience in country strategy, management, program and portfolio review, results-based management, quality assurance, public finance, capacity building, dialogue with countries and coordination of partnerships and aid. Since joining the Bank, she has held the position of Principal Country Program Officer in the Malawi office, from 2009 to 2013 and from 2018 to date. She held the same position in the Zimbabwe office from 2013 to 2018.
Prior to being recruited by the African Development Bank , Eyerusalem worked at the World Bank in Ethiopia as Monitoring and Evaluation Officer (2004-2009), Research Analyst (1996-2002). At the World Bank , she was responsible for monitoring and evaluation, project supervision, portfolio review, public finance, country dialogue and aid coordination. As part of her duties in Ethiopia, she also provided international support to Sudan in project management.
Eyerusalem holds a master's degree in public administration, with a specialization in international finance and development, from New York University (2004), and a bachelor's degree in business management from Southeastern University, United States. (1993).
Adam Amoumoun, a national of Niger, joined the African Development Bank in 2008 as Principal Procurement Officer in the Governance and Economic Reform Department. He was then appointed Principal Governance Officer in the same department before becoming Principal Program Officer in the Togo office.
Adam is a seasoned professional with over 20 years of experience in public management and development projects, particularly in the areas of public finance, public procurement reform systems and portfolio management. He is currently Senior Program Officer and Acting Head of Country Office in the Senegal office.
Prior to joining the Bank, Adam served as Procurement Officer at the African Union Commission in Ethiopia and Regional Technical Assistant for the Regional Public Procurement Reform Program at the WAEMU Commission in Ouagadougou. He began his career in the Nigerien civil service, where he held various positions, including that of adviser to the Minister of Foreign Affairs and the Prime Minister of the Republic of Niger.
Adam holds a Masters in Banking and Finance (1998) from the Giordano Dell Amore Institute, Milan, Italy, and a Higher Diploma in Public Administration (1992) from the National School of Administration (ENA ) from Niamey, Niger.
Adalbert Nshimyumuremyi, a Rwandan national, joined the African Development Bank in 2003. He currently holds the position of Chief Country Economist, in charge of Gabon and Equatorial Guinea.
He brings to this new role more than 30 years of experience in macroeconomic policy, poverty reduction, decentralization, local development and statistical capacity building. He has worked in governments, universities and development finance institutions, among others.
Since joining the Bank, Adalbert has worked in the Statistics Department as Principal Statistician (2003-2010) and Chief Statistician (2010-2012); Chief Country Economist in charge of Cape Verde, Gambia and Guinea-Bissau (2012-2018). From 2016 to 2017, he was in charge (Regional Resident Representative) of the former Senegal Regional Office (SNFO) before assuming his current position.
Before joining the African Development Bank , Adalbert worked for the government of Rwanda, as an economist in the Ministry of Planning (1992-1993). Previously, he was a junior economist at the Ministry of Economy and Finance (1987-1989). He was also a lecturer and researcher in statistics and economics at the African and Mauritian Institute of Statistics and Applied Economics (IAMSEA) in Kigali and at the National University of Rwanda (1992-1994). He then joined the National School of Statistics and Applied Economics (ENSEA) in Abidjan, Côte d'Ivoire, where he was director of graduate programs and lecturer in statistics and economics (1994 -2001).
Adalbert holds a diploma of advanced studies from the Ecole des Hautes Etudes en Sciences Sociales and a diploma in statistician-economist engineering (with a specialization in statistics, econometrics and macroeconomic modelling) from the National School of Statistics and of Economic Administration (ENSAE-Paris Tech) in Paris, France.
A Tanzanian national, Halima Yussuf Hashi joined the African Development Bank in 2005 as a social development officer in the Tanzania office. She currently holds the position of Principal Country Program Officer in the Uganda office.
Halima is a development specialist with 20 years of experience in international development institutions. She has held various positions within the Bank, including those of Country Program Officer for Ethiopia, Somalia and Eritrea, Principal Country Program Officer for the Ethiopia office and Principal Country Program Officer for the Rwanda office.
Prior to joining the Bank, Halima was Credit Manager for Promoting Rural Initiatives and Development Enterprise (PRIDE) in Arusha, Tanzania, Grants Manager with the Civil Society Foundation in Dar es Salaam , in Tanzania, and in charge of project management within USAID , still in Dar es Salaam.
Halima holds a Masters in Development Studies (2002) and a Postgraduate Diploma in Development Studies (2001), both from Holy Ghost College, Dublin, Ireland, as well as a Higher Diploma in Community Development (1996) from the Community Development Training Institute, Arusha, Tanzania.
A French national, Wilfrid Paterne Abiola joined the African Development Bank in 1998. He is currently Chief Governance Officer in the Governance and Public Finance Management Coordination Office. Wilfrid has extensive experience in policy dialogue, project management, portfolio management and review, management of program studies and evaluations, capacity building, results-based management and coordination of partnerships.
Since joining the Bank, Wilfrid has held the positions of Operations Business Analyst (1998-2008) and Chief System Analyst (2009-2013), within the Information Management Department ( CIMM). In 2013, he was appointed Chief Governance Officer.
Before joining the Bank, Wilfrid worked for the IT consulting company Matisoft in France as an analyst (1985-1988). He then joined the EDF nuclear power plant in Fessenheim (CCM, CFPI), as a consultant from 1989 to 1992. From 1993 to 1994, he worked at BULL. SA France Consulting Division, as project manager, then was principal consultant for Oracle Consulting Services at Oracle France , from 1994 to 1998.
Wilfrid holds an engineering degree in information systems management from the National Conservatory of Arts and Crafts in Paris, France (Cnam Paris, 1994), a Master's degree in information systems management from Cnam Paris (1989) and a diploma of technology (DUT) in computer science (1984).
Of Liberian nationality, Augustine is an economist, accountant and diplomat. He has many years of experience in public sector management, acquired in senior positions in the banking sector and in the Liberian government.
He recently served as a member of the Board of Ecobank Liberia Limited, and acting Head of the Project Complaints Mechanism at the European Bank for Reconstruction and Development (EBRD).
Former Minister of Foreign Affairs of Liberia and Dean of the Cabinet, Augustine Kpehe Ngafuan also served as Liberia's Minister of Finance from 2008 to 2012 after serving as Director General of the Budget Office of the Republic of Liberia.
As Minister of Finance, Augustine served as the Governor of Liberia on the Board of Governors of the African Development Bank , the International Monetary Fund and the World Bank (2008-2012).
Augustine holds a Master of Business Administration (MBA) in Finance and Accounting (2004) from the William E. Simon Graduate School of Business, University of Rochester in New York, USA, and Bachelor of Business Administration (BBA) in Accounting and Economics from the University of Liberia, Monrovia (2000).
