    <p>Nul doute, c&rsquo;est toute l&rsquo;&eacute;conomie mondiale des transports a&eacute;riens, toute la configuration et l&rsquo;architecture de cette industrie internationale qui se trouvent et se trouveront davantage chamboul&eacute;es, sans consid&eacute;ration de la taille des structures qui y op&egrave;rent, des statuts juridiques qui encadrent leurs activit&eacute;s, de la sophistication de leurs organisations et de leur management, des alliances strat&eacute;giques, des volumes des march&eacute;s, du flux des trafics, des flottes d&rsquo;avions, des structures des r&eacute;seaux, etc&hellip; C&rsquo;est le chamboulement total.</p>\r\n
    \r\n
    <p>Il faut le dire sans fard, c&rsquo;est tout un monde qui chavire, qui s&rsquo;effondre&hellip; entrainant une h&eacute;catombe jamais connue par le pass&eacute;. Un vieux monde nous quitte. Et comme toujours, Eternelle Transcendance et Imp&eacute;rieuse Loi Divine, Vie et Mort, Mort et Vie, alternent et s&rsquo;imbriquent, rythmant le cours de l&rsquo;Histoire, pour conduire les soci&eacute;t&eacute;s humaines dans des &eacute;volutions et des mues sans fin.</p>\r\n

    <p>Quel monde du transport a&eacute;rien sera-t-il ? A l&rsquo;&eacute;chelle internationale ? en Afrique ? dans notre sous-r&eacute;gion Afrique de l&rsquo;Ouest ? Qui peut dire ? Une certitude toutefois, un autre monde sera&hellip; et tout en pointill&eacute;, devinons-le.</p>\r\n

    <p>Le retour de l&rsquo;Etat R&eacute;galien, le seul Sauveur</p>\r\n
    \r\n
    <p>Je ne crois pas que, sans intervention massive, vigoureuse et volontaire des Etats r&eacute;galiens aucune compagnie a&eacute;rienne du monde, publique ou priv&eacute;e ne puisse s&rsquo;en remettre. Il est impossible dans cette crise, et aussit&ocirc;t apr&egrave;s, qu&rsquo;avec seules, les dynamiques propres et internes de l&rsquo;&eacute;conomie des transports a&eacute;riens, une auto r&eacute;gulation autonome puisse se faire. Il est constant de constater que depuis la derni&egrave;re guerre, les marges internes dans les transports a&eacute;riens ont toujours &eacute;t&eacute; faibles, incapables par elles-m&ecirc;mes de g&eacute;n&eacute;rer et d&rsquo;assurer seules, sans des transferts ext&eacute;rieurs, les massifs investissements capitalistiques que requiert le secteur.</p>\r\n
    \r\n
    <p>Le 1er Ministre fran&ccedil;ais vient d&rsquo;annoncer la couleur, affirmant que son pays n&rsquo;h&eacute;sitera pas &agrave; recourir au subterfuge de la renationalisation par l&rsquo;Etat fran&ccedil;ais d&rsquo;Air France, pour son sauvetage express de la crise actuelle. Ses pairs europ&eacute;ens &eacute;bauchent des plans de m&ecirc;me nature. L&rsquo;Union Europ&eacute;enne vient de lever une s&eacute;v&egrave;re contrainte budg&eacute;taire, pour laisser plus de marge &agrave; ses Etats membres, afin davantage pouvoir s&rsquo;endetter et se doter ainsi plus de moyens de faire face &agrave; la terrible crise &eacute;conomique qui va survenir. Une toute derni&egrave;re information tombe pour apprendre que le gouvernement italien vient de renationaliser Alitalia. Tout le monde a en souvenir aussi le pr&eacute;c&eacute;dent am&eacute;ricain, lors de la crise financi&egrave;re de 2007-2008, qui avec de colossales injections directes de capitaux de l&rsquo;Etat f&eacute;d&eacute;ral et de la Federal Reserve Bank ont pu permettre de sauver les banques am&eacute;ricaines priv&eacute;es du naufrage total. Bis repetita 12 ans apr&egrave;s, le Pr&eacute;sident Trump, cette fois encore, n&rsquo;h&eacute;sitera pas &agrave; voler au secours des compagnies a&eacute;riennes priv&eacute;es par des injections massives de capitaux. Et aujourd&rsquo;hui toujours, m&ecirc;me l&rsquo;ultra lib&eacute;rale IATA ne voit pas d&rsquo;autres voies possibles si ce ne sont les recours aux interventions publiques des Etats.</p>\r\n

    <p>La question imm&eacute;diate et essentielle est surtout, sera-ce suffisant pour sauver les meubles ?<br />\r\n
    <br />\r\n
    Et quel sort pour l&rsquo;Afrique de l&rsquo;A&eacute;rien, dans ce chamboulement par le COVID 19</p>\r\n
    \r\n
    <p>Comme toujours, notre continent vit en d&eacute;cal&eacute; le rythme de l&rsquo;&eacute;conomie mondiale. Les soubresauts l&rsquo;atteignent en seconde ou troisi&egrave;me vague, et parfois m&ecirc;me quatri&egrave;me vague ou plus avec des ravages incommensurables compte tenu de l&rsquo;indigence de moyens. L&rsquo;&eacute;conomie des transports a&eacute;riens dans le continent est extr&ecirc;mement faible, peu de ses compagnies a&eacute;riennes peuvent se pr&eacute;valoir de la taille minimale pour exister dans le march&eacute; mondial.</p>\r\n
    \r\n
    <p>South Africa Airways (SAA) pratiquement dans une mort clinique risque de ne plus se relever. Kenya Airways d&eacute;j&agrave; tr&egrave;s fragilis&eacute; par une r&eacute;cente restructuration risque de retomber dans de grands d&eacute;s&eacute;quilibres qui l&rsquo;avaient plomb&eacute;. EgyptAir, Royal Air Maroc sans intervention importante, et directe de leur &eacute;tat respectif ne pourront reprendre ne serait-ce que la moiti&eacute; du niveau de leurs activit&eacute;s r&eacute;centes. Seule Ethiopian Airlines, qui est la 1&egrave;re compagnie continentale, fiert&eacute; actuelle de l&rsquo;Afrique, peut esp&eacute;rer pouvoir faire face avec difficult&eacute;, vu son histoire, ses exp&eacute;riences pass&eacute;es, son management et sa taille relative. C&rsquo;est assur&eacute;ment un grand d&eacute;fi aujourd&rsquo;hui pour sa Direction actuelle. Et celui-l&agrave; n&rsquo;est pas gagn&eacute; d&rsquo;avance.</p>\r\n
    \r\n
    <p>Notre sous-r&eacute;gion Afrique de l&rsquo;Ouest ne pr&eacute;sente pas une meilleure figure. Le Nig&eacute;ria de 203 millions d&rsquo;habitants, jalousement protecteur de son march&eacute; int&eacute;rieur et d&rsquo;un trafic captif, enclo&icirc;tre des compagnies a&eacute;riennes priv&eacute;es men&eacute;es par des managements hasardeux et incertains. La crise actuelle en balayera beaucoup, et l&rsquo;Etat f&eacute;d&eacute;ral tentera d&rsquo;en sauver un certain nombre. La partie n&rsquo;est pas aussi gagn&eacute;e.</p>\r\n
    \r\n
    <p>Les autres compagnies a&eacute;riennes de la sous-r&eacute;gion francophone, Air C&ocirc;te d&rsquo;Ivoire, la toute derni&egrave;re-n&eacute;e Air S&eacute;n&eacute;gal SA, TACV, Air Burkina, ASKY vont se retrouver &eacute;touff&eacute;es par la montagne de dettes issues de leur endettement r&eacute;cent, qui a financ&eacute; leurs derniers actifs avions ; elles vont &ecirc;tre fragilis&eacute;es face aux ECA (Export Cr&eacute;dit Agency), face aux lessors et aux avionneurs de qui ces actifs sont acquis. Si ASKY suivra le sort que voudra bien lui r&eacute;server son mentor Ethiopian Airlines, les 3 autres pavillons nationaux (Air C&ocirc;te d&rsquo;Ivoire, Air S&eacute;n&eacute;gal SA et Air Burkina) qui voient leur destin tr&egrave;s fortement li&eacute; &agrave; la volont&eacute; de leurs &eacute;tats respectifs seront paralys&eacute;s, s&rsquo;il n&rsquo;y a pas injection de plusieurs dizaines de milliards de FCFA de leurs propres Etats, afin de r&eacute;amorcer de bien p&eacute;nibles red&eacute;marrages. Les Etats sont aujourd&rsquo;hui incontournables. J&rsquo;esp&egrave;re que les n&ocirc;tres en sont bien conscients.<br />\r\n

    Un mode s&rsquo;effondre&hellip;Un autre s&rsquo;&eacute;bauche.</p>\r\n

    <p>Sept ann&eacute;es sont pass&eacute;es d&eacute;j&agrave;, dans un d&eacute;sesp&eacute;r&eacute; appel direct &agrave; deux de nos chefs d&rsquo;Etat francophones de notre r&eacute;gion, M. Macky Sall et M. Alassane Ouattara, j&rsquo;&eacute;crivais en &eacute;ditorial du bimestriel &laquo; Transports et Tourisme International &raquo; N&deg; 16 de f&eacute;vrier-mars 2013, sous le titre que Lapalisse ne saurait renier, l&rsquo;invite suivante, &laquo; Ce que nous ne pouvons pas seul, Nous le pouvons &agrave; plusieurs &raquo;.</p>\r\n

    <p>&lsquo;&rsquo;Si hier, Houphou&euml;t Boigny et L&eacute;opold S&eacute;dar Senghor avaient r&eacute;ussi la prouesse de mettre sur pied Air Afrique, qui a pu exister 40 ans durant, avec beaucoup de succ&egrave;s &eacute;conomiques multiformes, aujourd&rsquo;hui les circonstances placent Alassane Ouattara et Macky Sall dans une position historique privil&eacute;gi&eacute;e pour reprendre le flambeau et jeter les bases d&rsquo;une des compagnies r&eacute;gionales, qui potentiellement peut devenir l&rsquo;une des puissances en Afrique. A l&rsquo;instar de ce que sont Royal Air Maroc et Egyptair au Nord de l&rsquo;Afrique, Ethiopian Airlines et Kenyan Airways &agrave; L&rsquo;Est ou South African Airlines au Sud du Continent. Ce faisant, sans nul doute, ils entraineront tous les autres pays de la zone de l&rsquo;UEMOA et de la CEDEAO qui vivent la m&ecirc;me communaut&eacute; de destin&rsquo;&rsquo;. Plus loin j&rsquo;ajoutais que &lsquo;&rsquo; c&rsquo;est surement la voie. Il y faut de la volont&eacute; politique, de la d&eacute;termination des responsables au plus haut niveau et de la coop&eacute;ration entre nos Etats. Je crois que Macky Sall et Alassane Ouattara peuvent porter cette grande initiative r&eacute;gionale sans coup f&eacute;rir. Les deux pays en ont les moyens&rsquo;&rsquo;.</p>\r\n

    <p>H&eacute;las ! H&eacute;las ! 3 fois H&eacute;las ! Cet appel n&rsquo;eut aucun &eacute;cho. Le temps a coul&eacute;. Les 2 pays ont chemin&eacute; seul, chacun de son c&ocirc;t&eacute;, s&rsquo;aventurant &agrave; des pavillons nationaux qui ont peine &agrave; v&eacute;ritablement se d&eacute;ployer, limit&eacute;s et cloitr&eacute;s qu&rsquo;ils sont dans des march&eacute;s exigus, qu&rsquo;ils se disputent farouchement, entre eux et avec d&rsquo;autres. Pire, si on devait s&rsquo;amuser &agrave; additionner les d&eacute;ficits et pertes cumul&eacute;es de l&rsquo;activit&eacute; de ces 2 compagnies a&eacute;riennes ces 7 ann&eacute;es durant, ce n&rsquo;est pas moins de 250 milliards de nos francs FCFA qu&rsquo;il faudrait inscrire en report &agrave; nouveau dans les comptes de leur bilan respectif. Aucune de ces compagnies a&eacute;riennes n&rsquo;a jamais gagn&eacute; de l&rsquo;argent durant tout ce temps. Et loin devant encore, ils n&rsquo;en gagneront point. Ce sont nos Etats qui les supportent &agrave; bout de bras.</p>\r\n
    \r\n
    <p>Un vieux monde s&rsquo;effondre&hellip; un autre s&rsquo;&eacute;bauche&hellip; il est en devenir&hellip;incertain et flou, qui accouchera de paradigmes nouveaux. Le COVID 19 nous invite &agrave; apprendre de notre pass&eacute;, &agrave; devoir nous interroger nous-m&ecirc;me, sur nos succ&egrave;s et nos &eacute;checs, surtout nos &eacute;checs, pour pouvoir comprendre et b&acirc;tir un autre monde, plus libre, plus empathique et plus prosp&egrave;re.</p>\r\n

    <p>Air S&eacute;n&eacute;gal et Air C&ocirc;te d&rsquo;Ivoire unifi&eacute;es c&rsquo;est une flotte de plus d&rsquo;une vingtaine d&rsquo;avions regroup&eacute;s, une r&eacute;seau r&eacute;gional et international mieux structur&eacute;, et une cr&eacute;dibilit&eacute; et rationalit&eacute; &eacute;conomique plus r&eacute;elles.</p>\r\n

An old world is leaving us. A very last information falls to learn that the Italian government has just renationalized Alitalia. Everyone also remembers the American precedent, during the financial crisis of 2007-2008, which, with colossal direct injections of capital from the Federal State and the Federal Reserve Bank, was able to save private American banks from total sinking. Bis repeated 12 years later, President Trump, this time again, will not hesitate to fly to the aid of private airlines by massive injections of capital. The economy of air transport in the continent is extremely weak, few of its airlines can claim the minimum size to exist in the world market.</p><p> South Africa Airways (SAA) practically in clinical death may not recover. Worse, if we were to have fun adding up the accumulated deficits and losses of the activity of these 2 airlines over the past 7 years, it is not less than 250 billion of our CFA francs that we would have to carry over to again in the accounts of their respective balance sheets. None of these airlines has ever made any money in all this time. And still far ahead, they won&#39;t win any. It is our States that support them at arm&#39;s length.</p><p> An old world is collapsing… another is taking shape… it is becoming… uncertain and vague, which will give birth to new paradigms. COVID 19 invites us to learn from our past, to have to question ourselves, about our successes and our failures, especially our failures, in order to be able to understand and build another world, freer, more empathetic and more prosperous.</p><p> Air Senegal and Air Côte d&#39;Ivoire unified is a fleet of more than twenty aircraft grouped together, a better structured regional and international network, and more real credibility and economic rationality.</p><p> All it takes is political will.
